2 Factor
Leave 0, 0 to scale about the origin (MicroStation "About Zero Origin"). Set to your project base point / control monument if the ground coordinates were established about that point — that removes the small lay-in shift.
Apply = ground → grid (shrinks toward State Plane). Remove = grid → ground (the inverse).
Pivot: scale is taken about the base point E0, N0 above (default 0, 0, 0 = MicroStation "About Zero Origin"). Set E0, N0 to your control point/monument to scale about it. The triangulation is never altered — only the node coordinates move.
3 Sanity check — see it before you trust it
Load a surface and hit Flip it. You'll see the before/after the instant it runs — no waiting 12 steps to find out it didn't take.
